CBSC guardians serve a diverse population and are sensitive to all religious and cultural practices. The CBSC Guardianship program follows all standards set forth by the National Guardianship Association, State, and County guidelines.

Casey Ball, NCG/Chief Executive Officer   

 Ms. Ball opened Casey Ball Supports Coordination, LLC in April of 2013 to continue to provide Supports Coordination to individuals that were eligible to receive services through Home and Community Based Services. A true advocate of public and community service, Ms. Ball firmly believes in supporting all individuals to live their best quality of life through the services and supports that they are entitled to receive.   Ms. Ball brings more than 10 years of executive leadership to the agency through the support of her team in Pennsylvania. She received a bachelor’s degree in Psychology in 2010 and a master’s degree in Psychology/Leadership in 2012. Ms. Ball is also a certified Guardian through the National Guardianship Association.   Ms. Ball enjoys the fresh air in Ligonier where she resides with her two dogs, two horses and other farm critters.  

 

 

 

 

 

 

 Mashea Johnson, NCG/Chief Financial Officer

  Mrs. Johnson received a Bachelor of Science Degree in Human Performance from University of   Southern Mississippi in 1998. She spent 12 years working with individuals with significant   disabilities through residential services, social enterprises that employ individuals with disabilities,   high school transition programs, and specialized programs for respite and medically fragile adults.   She also opened the first Intensive Behavior Residential Program (IBRS), that provided 24 hours   support to adults and their families with teaching skills and strategies to reduce and manage   behaviors while also increasing prosocial behavior. In 2014, she began working for Casey Ball Supports Coordination, LLC, while working for Casey Ball, she has worked with AAA, APS, Dept of Aging, and Autism Waiver, just to name a few. She is also a National Certified Guardian. In her free time, Mrs. Johnson coaches high school basketball, softball, and spends time with her wife and 5 children.

Karen Kemmer, Guardian

Ms. Kemmer received an Associate of Arts Degree in Letters, Arts, and Sciences, from the Pennsylvania State university. A Bachelor of Arts Degree from the University of Wisconsin in Human Services, and a Master of Arts Degree in Human Services and Business Management from Liberty University. Ms. Kemmer has spent the last 15 years working with the disabled population. Ms. Kemmer has experience in Blended Case Management, where she assisted individuals with disabilities to obtain the supports and services, they needed in order to live and thrive in the least restrictive environment. Ms. Kemmer protected the vulnerable population as an Investigator for Adult Protective Services. She has investigated allegations of Abuse, Neglect, and Exploitation and obtained needed services to protect this population. Most recently MS. Kemmer works with dually diagnosed individuals as a behavior specialist on the dual diagnosis treatment team. Prior to joining Casey Ball LLC as a Guardian, Ms. Kemmer served as the Guardian Director for AHAV INC. Ms. Kemmer is dedicated to servicing her Guardian Clients and ensuring they are cared for all their needs are met. In her spare time, Ms. Kemmer enjoys spending time with her family.

Jim Record, Director of Guardianship

Born and raised in New Jersey. Attended Stonehill College and graduated with a dual major in Psychology and Political Science. Attended Law School at Michigan State University. Was a Supervising Assistant Prosecutor for Ocean County, New Jersey and was Certified by the New Jersey Supreme Court as a Certified Criminal Trial Attorney. Received a Masters of Laws in Criminal Law from SUNY at Buffalo School of Law and moved to Pennsylvania where he was an Assistant Professor at California University of Pennsylvania before accepting a position at Casey Ball Supports Coordination.

Rich Ford, Guardian  

Graduated with a Bachelor of Arts in English and Communication from California University of Pa in 2000. Since then, supporting individuals with development and preservation of independence. Coordination of various home-based services in multiple waivers. Acquistion of home modifications when necessary to ensure continued health and safety.  Husband and father of four. 

Randi Greely, Guardian

Randi graduated from California University of Pennsylvania in 2015 with a Bachelors of Science Degree in Social Work. She has worked within the aging population for the last 9 years within the skilled nursing setting. Randi is a strong advocate of resident rights within the nursing facility setting. She has training involving clients who have been diagnosed with multiple types of dementia. She is also a strong advocate of allowing people to regain independence and live in their least restrictive environment. When Randi is not working, she can be found caring for her three children and shuttling them to and from many sports activities. 

Kate Stephens, Guardian  

Kate obtained her AS in Legal Business Studies from Clarion University in 2003 and her BS in Criminal Justice Administration from St. Leo University in 2006.  She has worked throughout the legal and the human service systems in Venango County for the last 25 years. She began her career as a paralegal, moved on to be a domestic violence legal advocate, and, for the last 12 years, has worked as a Senior Program Specialist for Venango County Older Adult Services, focusing on guardianships and quality management. Kate is the mother of four: Annie, Caleb, Jack and Eli, and lives in Oil City, PA.  In her free time, Kate coaches elementary boys basketball for Cranberry Area School District and loves spending time on the Allegheny River with her family and friends.
